All You Want New Casino – Elk Grove is getting a casino. This has been a nearly 12-year project for the Wilton Rancheria Tribe.
Sky River Casino in Elk Grove will be a massive 100,000-square-foot addition to the city, bringing 1,500 jobs. It has been more than a decade in the making and will finally be realized in September.

“This has been a dream of the people at Wilton Rancheria for a very long time and they are very excited to bring this to Sacramento County,” said Chris Gibeis, President and COO of Sky River Casino.

The September opening comes almost a month and a half earlier than originally expected. Gibase said this was the result of a lot of planning that helped them avoid supply chain issues and a bit of luck.
Sky River Casino is in the process of breaking ground near Highway 99 in early 2021. It will have 2,000 slot machines, 80 table games and 12 different food and beverage locations. It will be located at 1 Sky River Parkway.
Some people may remember the casino project in Elk Grove as Wilton Rancheria Resort & Casino, as opposed to Sky River Casino. The two names are the same.
Wilton Rancheria Resort & Casino was a placeholder name while it was officially developed. The updated name is Sky River Casino, a name Gibase said pays homage to the Wilton Rancheria community and the area itself.

“The Wilton Rancheria is the only tribe that comes from Sacramento County. Their history is obviously long and (has) a lot to do with the Cosumnes River and the surrounding area regarding nature. So Sky River was what we ended up choosing…” Gibaze said.
Sky River Casino will have 2,000 slot machines and 80 table games, but it’s not just about gambling. There will also be 12 different food and beverage venues.
“It’s not just slots and table games here. A lot of it is for foodies,” Gibase said.
Sky River Casino will have a market for those foodies to get lost in. It’s something Gibase said is much more than an eatery.

This is a huge project with the potential to attract many people to the area. It’s a detail that wasn’t lost on the casino or the city of Elk Grove.
Gibase said they are currently working on plans to keep traffic flowing in and out of the area for the casino and for the nearby community.
“We have houses that are all around us and we want to make sure that … they are not dramatically affected by this …,” he said.

Christine Lawrence, spokeswoman for the city of Elk Grove, said most of the traffic to the casino is expected to come from Interstate 99 and that the nearest exit, Kammerer Road, has already been made to accommodate traffic from the former mall plan in the area known locally as the ghost mall.
“Staff is working with the casino to make minor adjustments to signal timing and lane improvements to address the small changes in traffic patterns associated with the casino compared to the mall,” Lawrence said.
“Once the casino is open, city transit and police officials will monitor traffic and make additional changes as needed,” Lawrence said.
Estimates of the casino’s economic impact were not available when reached by the city of Elk Grove, but Gibase said the effects are likely to be far-reaching.

“We will have about 2,000 people working here between full-time team members and part-time team members. They obviously go out into the community, but we buy local produce, we buy local wines, we buy local local beers,” he said.
He added that the goal is to buy 75% to 80% of their product within 150 miles of the casino.
Although the opening has been moved up, an official opening date has not been released. Gibase said there will be plans for the big day, but most of those details will come in time.

The plan is to spend at least $1.3 billion on the 30-acre site. Bally had two locations in its proposal. The one that wasn’t chosen was the McCormick Place truck yard.

It calls for a 3,000-seat theater, a 500-room luxury hotel that will open with 100 rooms and an expansion of the Riverwalk. Bally’s proposed solution to the traffic problem would be to widen existing streets, build new streets through the Tribune site and improve traffic signals. His plan promises community ownership, local jobs and building a minority-controlled, Chicago-based entrepreneurial team.
Bally’s was criticized for the way it initially structured the minority investment, claiming that after six years investors could sell their shares. It has changed since then.

The project promises that “women and minorities will represent at least 20% of ownership.” Bali also offered the city $25 million when it signed an agreement to build the casino. An 11-year-old made an interesting observation at the public hearings, saying, “We don’t need a casino to have a nice community.” Officials predicted the development would bring 7,000 construction and permanent jobs, but they did not provide a breakdown of how many of those jobs seats will be for minorities.
